Policy Recommendations

 Give priority to intelligence-sharing and threat assessment rather than to a joint definition of terrorism
 Favour networking and interoperability of existing organisations rather than pursue the idea of a European Homeland Security Agency
 Strengthen Europol and foster cooperation between the secret services of member states
 Define NATO’s role in fighting terrorism so as to harness its expertise
 Identify where there is a need for common interoperability standards in security-related technologies
 Develop dual-use technologies, especially in aerospace, communications and chemical and biological detection
 Reinforce Schengen border security through new technologies and pan-European training
 Prioritise container security and develop a joint research programme to improve container monitoring

 A Friends of Europe/Gallup Poll conducted to determine how EU and US leaders view the future of transatlantic security and anti-terrorism strategies;
 The Atlantic Rendez-Vous TV satellite debate “Can the US and EU fashion common homeland security strategies?” held simultaneously in Brussels and Washington on 30 May 2006;
 A “working lunch” in Brussels with senior US and EU officials, representatives from industry, think tanks and the press;
 A series of in-depth interviews in Europe and the US with high-ranking officials from government, industry and think tank leaders and the press to solicit their views on the counter-terrorism debate.
