Towards the end of September, MEPs in the European Parliament's Environment (ENVI) Committee shocked onlookers by voting down a series of 'industry-friendly' compromise proposals on cars and CO2. The compromises had been intended to pave the way for a swift agreement as part of the enhanced cooperation process to hurry through the climate and energy package before the Commission and Parliament are dissolved next year.
