The Institute was founded in 1963 by the University of Zagreb and the Chamber of Commerce of the Republic of Croatia as the Africa Research Institute.
Since then the Institute developed and expanded its activities in several phases by focusing on international and interdisciplinary policy research, particularly macroeconomic policy, transitional dynamics and sustainable development, resource economics and environmental policy, as well as the European integration processes, becoming the Institute for Development and International Relations (IRMO) in 1989.
In 1996 the Institute was organized as a public research institution with a non-profit status under the name the Institute for International Relations (IMO) signifying its interdisciplinary focus and dedication to the issues of global social and policy importance for international politics.
