In the first half of 2010 the holder of the presidency of the Western European Union (WEU), Spain, announced in a statement made on 31 March this year that the organization was being dissolved. In accordance with the procedure provided for in the Modified Brussels Treaty, all WEU activity will cease by the end of June 2011. The treaty itself will also cease to be effective. These decisions will not have any adverse consequences for the development of European cooperation with respect to security and defense.

On the purely formal side of WEU Assembly work, I think you are perfectly right, as nowadays this assembly does not own any prerogative. Nonetheless, one should not neglect its role as a forum, for the national parliaments, which vote the budgets and approve the defence policy. For instance, France, Germany and the UK are talking on mutualization of some assets, or their pooling. Such a project can be implemented only with the approval of the national parliaments, not the EP, which role is really weak. The Athena mechanism does not exceed 10% of the expends for an EU operation.
In my opinion, the more our MP speak together, the easier it is to build ESDP.
