Culture of Fear: Challenging Europe’s Global Role

Background

Europe is gripped by a culture of fear: of multiculturalism; of the ‘Other’, to be sure; but also of its own loss of purpose. This state of affairs contrasts sharply with the dynamic, energetic, and hopeful Asia. Just as worryingly, it contrasts with the resentment and humiliation characterizing the societies of Europe’s southern neighbors in the Arab-Muslim world.

These are just some of the key arguments put forward by Dominique Moïsi, founder and senior advisor at the French Institute for International Relations and one of France’s preeminent public intellectuals of international affairs, in his recent book, The Geopolitics of Emotions: How Cultures of Fear, Humiliation and Hope are Reshaping the World (2009). His thesis comes at a particularly crucial juncture for Europe, where this absence of confidence is confronted with the severe crisis of the Euro, one of the most precious achievements of its post-War integration process.

Professor Moïsi’s lecture inaugurates Lighthouse Europe, a new series of public sessions on the global challenges facing the European Union. The series is organized by DIIS, in cooperation with Politiken and the Danish Ministry of Foreign Affairs. The partner institutions wish to thank the Embassy of France in Copenhagen for its generous support at this event.
