The environment has emerged as one of the most important policy challenges faced by the Chinese government. The early years of reform paid little attention to environmental concerns, and economic growth was given priority over other considerations. Even though the importance of the environment was formally recognized through the development of a legislative framework, in practice the attitude of the authorities and Chinese society has been that environmental degradation is a price to pay for economic development. This attitude has changed as the reality of environmental degradation increasingly impacts China. The impact threatens domestic growth, and has also important health, social and political implications, as well as an international dimension. China must respond not only to domestic needs, but also to international concerns about its environmental policies.
Peter Ho
is Director of the Centre for Development Studies at the University of Groninger, and has published widely on environmentalism and green NGOs in China.
Wu Fuzuo
isResearch Fellow at the Centre for Chinese Foreign Policy Studies, Fudan University, where she specializes in questions of climate change and energy.
Bjorn Conrad
is Research Associate at the Global Public Policy Institute in Berlin. His current research focuses on China’s climate change policy.
