State Aid and the Financial Crisis

About the Speakers:
Damien Neven is currently the Chief Competition Economist in DG Competition of the European Commission. He was a Professor of Economics at the Graduate Institute of International Studies in Geneva and has previously taught at INSEAD, the College of Europe and the University of Lausanne. His research has focused on competition economics and international economic integration and he has published extensively in these areas. He has also acted as advisor on competition issues to international organisations and private companies.


Conor Quigley is a leading barrister with Brick Court Chambers in London and specialises in European and Competition Law. He has appeared in many leading cases in the High Court, Court of Appeal, House of Lords, Court of First Instance and the European Court of Justice and has been involved in investigations and complaints before the European Commission and the Office of Fair Trading. His recent work includes advising on commencing litigation against UK Government departments for infringements of the State Aid Rules, drafting complaints to the European Commission and the OFT concerning State Aid and Competition Law infringements, and advising on the European Law aspects of the bank charges litigation between the major banks and the OFT.

About the Speech:
As banks and industry struggle to cope with the financial crisis many EU governments have been forced to resort to state support schemes to prevent the collapse of the sector. During this period of rapidly undertaken state aid programmes, the Commission has been forced to promote stability through legal certainty, while also ensuring that state aid plans do not lead to the further spread of financial troubles.

In light of the rapid developments in state aids over the last 12 months, this is an excellent opportunity to hear the perspective of Chief Competition Economist Dr. Neven on the Commission’s role.

Mr. Quigley will address the theme of tackling the distortions of competition caused by State aid to the financial sector. He will compare the rescue/restructuring measures that have been adopted in a different Member States such as Ireland, the UK, the Netherlands and Germany, including consideration of the different contexts and legal issues arising from these measures.
