A Need for Strategy in a Multipolar World: Recommendations to the EU after Lisbon

In a world that is increasingly complex and multipolar, the EU must act strategically. To avoid becoming an irrelevant international actor, Brussels needs to (1) develop a grand strategy to define the true purpose of its foreign policy; (2) forge solid strategic partnerships with key global players; and (3) contribute to the building of a new effective multilateral system which takes into account the new global structure of power.

This strategic outlook resembles more the concept of the socalled *pie in the sky*!

Why not deal with the actural reality of how Whitehall Mandarins are strategically staking out policy control (posts) under Lady Ashton of what can or cannot eventuate under Lisbon Treaty. Is there a reasonable political explanation (raison detre) why France and Germany acquiesed to her appointment?

Methinks, Lady Ashton's days are numbered if her intellectual intuition doesn't betray her completely.
