This paper presents the current trend in international climate cooperation to rely on financial transfers to support developing countries. Taking into account the requirements for a facilitated adjustment process, it is argued that a better strategy would be to create a more robust political framework that takes into account market forces. Three key priorities the EU should push for after Copenhagen are presented: first, reforming the Clean Development Mechanism; second, freeing 'green' trade; and third, setting up an international research facility targeted at Least Developed Countries' specific needs.
