Where is Europe’s aid policy headed?

Discussants at the DPF roundtable examined the challenges facing the EU in fulfilling its substantial international aid commitments. Participants acknowledged the EU’s strength in policy formulation and identified politics, procedure and co-ordination of non-state actors as the main impediments to efficient implementation of development aid.

Roger Riddell, a board member of the Oxford Policy Management, said that the challenge facing the EU is to ensure development aid for the long term, because short-term political decisions often undermine the achievement of long-term goals. Dirk Elsen, Chief executive of SNV Netherlands Development Organisation stressed the need of “embedding aid in a greater context” so as to better enthuse citizens. European Commissioner for Development, Andris Piebalgs, reiterated that numbers matter less than keeping promises, meeting targets and the credibility of the policies enforced.
