Libya: Avoiding State Failure

The situation in Libya is still in flux, although an end of the NATO mission "Unified Protector" seems to be in reach. Even if the loyalist forces should fully surrender in the coming weeks, many significant challenges remain.


With NATO’s vested interest in preventing Libya from turning into a failed state, and as such into a safe haven for criminal and terrorist activities, three questions need to be answered: What are the security challenges in Libya? What needs to be done to tackle them? What is NATO's potential contribution?


All three aspects are analysed in the most recent Research Report from the NATO Defense College.
